Virginia County courts were required to convene a Grand Jury of Inquest at least twice a year. The 20 men were required to present to the Justices persons suspected of violations such as not properly maintaining a road or bridge, assault or battery, failing to attend The Church of England at least once a month, profane swearing in public, gambling, the illegal retailing of liquor, having a bastard child, living in adultery, etc. A Halifax Grand Jury met in August 1786 and presented James Milam and Mary Chumly:

 

"James Milam for fornication with Mary Chumly.
Mary Chumly for fornication with James Milam."
